The Local Housing Program (PLH)

With the PLH 2019-2024, the Metropole is committed to meeting growing housing needs, while promoting better accessibility, solutions for specific publics, and a particular focus on energy sustainability and urban renewal.

Montpellier Méditerranée Métropole's 2019-2024 Local Housing Program (PLH), adopted by deliberation on November 18, 2019, expired on February 2, 2025. It has helped to strengthen the housing policy pursued by the EPCI since 2001, when the local authority adopted a block of compulsory powers including that of "social housing balance".

By deliberation dated December 3, 2023, the Metropole of Montpellier decided:

  • To request, from the State, the extension of the current PLH.
  • To initiate the process of drawing up the next PLH which will cover the period 2027-2032.

Demographic growth demands

The Metropole is experiencing strong demographic momentum, with annual growth of 1.34%. This growth requires the creation of housing to meet high social rental demand (8 requests for one allocation on average) and the diversity of residential needs.

The real estate market is tight and sometimes unaffordable for some households.

Objectives of the PLH

  • Meet housing needs while complying with legal requirements.
  • Develop social housing and encourage home ownership via the prêt social location-accession (PSLA).
  • Support home renovation for elderly or disabled homeowners.

Planned actions

  • Construction of 5,000 to 5,400 housing units per year, evenly distributed between Montpellier and the surrounding communes.
  • Thermal upgrading of older buildings and combating substandard housing.

Distribution and type of housing

Social housing

  • 36% in certain communes well served by public transport (e.g. Castelnau-le-Lez, Pérols).
  • 30% to 33% in other communes of the Metropole.

Special publics

  • Seniors: 105 social rental housing units and 4 Ehpad built or rebuilt over the 2019-2024 period.
  • Students: 120 housing units per year (total of 720 over the period).
  • Other specific publics: 18 new collective structures (social residences, accommodation centers, etc.).
  • Travelers: Creation of 4 large-scale stopping areas, 3 permanent reception areas and 12 adapted habitats in Pignan.

Refurbishment and renovation

  • "Rénover pour un habitat durable et solidaire" program: renovation of 1,350 homes (1,230 for owner-occupiers, 120 for rental) before 2023.
  • Renovation as part of the ANRU: 4,190 targeted homes in the Mosson and Cévennes districts.
