A planning document, the Schéma de Cohérence Territoriale defines the major development guidelines for the metropolitan area up to 2040. It establishes the boundaries between urban areas or areas earmarked for urbanization, on the one hand, and natural and agricultural areas, on the other.

- The Local Housing Program (PLH)
- Le Plan Climat Air Energie Territorial solidaire (PCAETs)

Ruling on the SCoT
Conclusion of the inquiry commission
The revised SCoT project was approved at the Conseil de Métropole on July 19, 2018. The public inquiry into the revised SCoT project was held from November 21, 2018 to January 4, 2019.
The public inquiry commission presented its conclusions to the President on Tuesday, May 7, 2019. It issued a favorable opinion with a single reservation. The final stage involved adapting the document following this consultation phase, before submitting it to the Montpellier Méditerranée Métropole Council for a vote.
Consultation period
Consultation was organized, to involve residents, local associations and the territory's driving forces throughout the preparation of the SCoT revision project.
Thus, a permanent system was set up to collect contributions online, by e-mail and by post.
After a series of 10 public presentation and discussion meetings, including 4 thematic and 6 at territorial sector level, from March 21 to April 4, 2017, the revised draft SCoT was made available in the 31 communes from June 20 to October 30, 2017.
A new period of enhanced expression was held from April 27 to June 4, 2018, during a 2nd period when the revised draft SCoT was made available in the 31 communes. A register available to the public and the form were used to collect observations and contributions.
