This policy of ecological transition and solidarity involves supporting residents and changing behavior.
By raising awareness and encouraging citizens to do the right thing, the Metropole of Montpellier wishes to reduce waste production as much as possible in order to better protect resources and the environment while improving the living environment for all.
The aim is to set new targets by defining concrete actions for the coming years, while meeting the regulatory obligation to draw up a Local Program for the Prevention of Household and Assimilated Waste.
What is a Local Program for the Prevention of Household and Assimilated Waste (PLPDMA)?
The Local Programs for the Prevention of Household and Assimilated Waste (PLPDMA), mandatory since January 1, 2012, constitute the local and territorial declination of this priority given to waste prevention (Article L541-15-1 of the Environment Code).
Their content and preparation procedures are specified by decree dated June 10, 2015.
As these programs apply primarily to the scope of Household and Assimilated Waste (HHW), the aim will be to organize and implement a strategy and action plan for the prevention of this HHW.
Assimilated waste includes waste from economic activities that can be collected along with household waste, in view of their characteristics and the quantities produced, without any special technical requirements (article L 2224-14 of the French General Code of Local Authorities).
The PLPDMA thus makes it possible to:
- territorialize and specify operational waste prevention objectives,
- define the actions to be implemented to achieve them.
Thus, waste prevention, and more generally resource saving, are at the heart of any circular economy strategy. The transition to a circular economy aims to move beyond the linear economic model of extracting, manufacturing, consuming and throwing away by calling for sober, responsible and value-enhancing consumption of natural resources and primary raw materials as well as, in order of priority, waste production prevention, notably through product reuse, and, following the hierarchy of waste treatment methods, reuse, recycling or, failing that, waste recovery.
The implementation of a PLPDMA is a prelude and constitutes the indispensable foundation for any territorial circular economy approach, in which the Metropole of Montpellier has therefore logically signed up.
Montpellier Metropole will therefore be working in parallel with its PLPDMA to obtain the "Territoire Engagé Transition Écologique" label from ADEME on the Circular Economy component, in addition to the Air Energy Climate component it has already obtained (formerly called Cit'ergie).
The Montpellier Metropole PLPDMA action plan
The multi-year action plan of the Montpellier Metropole's PLPDMA has a cross-cutting steering and governance axis, then is concretely structured around 5 thematic axes for reducing Household and Assimilated Waste (HAUW) and 26 action sheets.
- Axis 1: Massively deploy local composting solutions and the collection of biowaste
- Axis 2: Expand local solutions for reusing, repairing and reusing objects
- Axis 3: Raise awareness, train and encourage behavior change (waste sorting and prevention)
- Axis 4: Supporting professionals
- Axis 5: Positioning the Metropole as a facilitator and demonstrator of eco-responsibility
Each year, an assessment will be made of the actions undertaken. They will be presented to the Commission Consultative d'Elaboration et de Suivi (CCES) and adjusted according to needs.
